JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Modeling & Simulation, Innovation, and Training & Education (MSITE) Division the Applied Research Laboratory (ARL) at Penn State University is seeking an Acquisitions Program Manager, to be located at sponsor site in Suitland, Maryland.

The successful candidate will have a proven background in Research and Development program management, acquisition support, and external communications/outreach. The position requires that the candidate work hand-in-hand with the Sponsor to link priorities, technology investments, and acquisition efforts directly to the overall mission related to enabling and protecting the warfighter. The candidate will directly support Action Officers in the acquisition design of technical program strategies though collaborative engagements with sponsor organizations, as well as participating in Integrated Project Teams (IPT), as necessary.

Responsibilities:

  • Interact and collaborate regularly with program sponsors and stakeholders
  • Provide acquisition expertise and consulting to sponsor stakeholders
  • Facilitate determining funding requirements and coordinating strategies to enable
  • Research emerging technologies and best practices for program and portfolio management
  • Support appropriate acquisition plans for implementing requirements across a broad range of programs and initiatives
  • Support program and requirements documentation that satisfy sponsor's expectations
  • Participate in the development of effective processes and procedures
  • Conduct relevant studies to meet sponsor requirements

This job will be filled as a level 3 or level 4, depending upon the successful candidate's competencies, education, and experience. Bachelor's degree in an Engineering or Science discipline is highly desired plus four years of related experience. Additional experience and/or education and competencies are required for higher-level jobs.

Requirements:

  • Able to identify and analyze technical issues and bring them to the attention of leadership
  • Propose solutions in order to minimize/mitigate risks
  • Self-motivated, detail-oriented, responsible, team oriented, and creative
  • Exceptional interpersonal, communication, and organizational skills
  • Able to maintain a high level of productivity supporting multiple projects simultaneously

Preferred experience:

  • Industry and/or government certifications (e.g. DAWIA/PMI)
  • Broad working knowledge of Electronic Warfare (EW) and cyber topics applicable to evaluating the feasibility and implementation o potential concepts
