Position Title: Manager III Construction Projects

Position Location: Carlisle, PA

Position Summary:

The primary scope of this position is to manage the team that pre-plans, designs and builds all aspects of new store, expansion and remodel projects. Position leads the team that writes schedules, reviews plans, bids projects, implements all construction activities, manages capital budgets, municipal sign offs. warranty / close-out period, completion of punch list / warranty items and close-out financial documents within the timeline requirements.

Position is responsible to lead the A&E Manager to hire Architects / Engineers, oversee project designs, manages the redline process, and project close out with Architects / MEP's

Construction Manager III will have overall responsibility for the team that manages various types of projects including new store build - to suit, pad - ground leases, self - developed and expansion & interior remodels that are most difficult and complex. ie, multi-story / multi use buildings, warehouses, commissaries, distribution centers etc.

This position may be required to act in a "dual hat role" for company-wide department upgrade rollouts (ie. Thunder, Operate for Less, etc) within the division.

Principle Duties and Responsibilities:

This position leads the following,

  • Position is responsible to lead the A&E Manager to hire Architects / Engineers, oversee project designs, manages the redline process, and project close out with Architects / MEP's
  • Develop / set up segmented training programs that allow Project Managers with different development needs to strategically improve their skills.
  • Mentor, coach and cross-train team members, empowering them to challenge the status quo and drive changes to improve business performance and productivity, aligning work to the most impactful projects
  • Encourage and support associate growth and development with robust IDP's, quarterly personal development discussions, and team educational sharing opportunities
  • Drive increased associate engagement through communication collaboration, and action planning against annual engagement survey results
  • Build team capabilities to develop best practices initiatives and lead the capital planning / construction process to ensure cost & schedule expectations are met.
  • Drives development of Project Managers, Special Projects and A&E Specialist by initiating career paths, creating cross-functional learning and job opportunities across Store Development with a strong focus on succession planning
  • This position must maintain effective relationships with the Store Development team and key stakeholders within the brands in order to develop strategies and processes that meet the needs of the company's associates and tie to the company's overarching strategy.

Lead the team that manages;

  • The compilation of all bid documents, including requests for proposals, bid forms, bid plans, special instructions, schedules, and uploading the RFQ (Request for Quote) package. A comprehensive, accurate, timely bid package minimizes the cost of the project and help to prevent change orders to the project in the future.
  • The Construction Change Authorization/Change Order process, assuring changes are valid and not part of original scope of work. Timely payments also help to lower bid cost in the future, as vendors like to work for owners who pay their bill on time.
  • the bid, contract and requisition approval process for CBES Refrigeration group.
  • The construction, Special Projects and A&E Specialist to ensure job duties are completed and provide performance feedback as need.
  • Provide value engineering feedback to the Engineering department on assigned projects. Develop and implement new cost savings ideas, including value engineering and construction means and methods, that will result in saving time and money
  • Coordinate with all internal departments regarding schedules, project phasing and changes. Oversee the construction activities to ensure completion in a timely manner and in accordance with prototype and lease requirements.
  • Review all pending change orders and determine potential impact to the budget so they can be projected properly.
  • Update period budget report and compare / align with Proliance committed costs.
  • Work with all other departments, (Purchasing, Refrigeration, Real Estate etc) to ensure all potential costs are being committed / projected.
  • Submit projected number for all cost centers for incorporation into the budget report
  • plans and directs these weekly meetings with GC's or CM's, including subcontractors, vendors, and operations support teams is vital and prerequisite to the successful operation and timely completion of projects. Inspect progress to verify that all work is compliant with plans and specifications and meets our standards for quality and appearance. Monitor and evaluate on site activities to determine if consistent with the construction schedule milestones.
  • minimizing disruptions that will interfere with store operation and complete renovations and new stores per schedule. Schedules must be revised and/or updated in a timely manner to accurately indicate job status.
  • ensuring that the subcontractors accurately report all hours on their hourly closeout forms to maximize the OCIP deduct of their insurance costs on the project.
  • works with our safety dept. to review safety expectations at the start of every project.
  • site visits and job meetings call out both positive examples of safe practices and areas of concern.
  • the writing warnings and eventually fines for contractors who do not follow the process.
  • post mortem with our safety dept. and recommend safety awards for vendors who promoted safety as a standard. Meet with vendors who were delinquent and determine if they can improve and continue to work for us.
  • This process including all as built plans, and the completion and payment of all construction requisitions and invoices within four months after store opening. Fill out and submit Fixed Asset documents for the disposition of all equipment removed from the store to insure accurate depreciation accounting.

Requirements Basic Qualifications:

Bachelor's Degree

10 + years experience in design or construction

Skills and Abilities:

  • Practical Construction technology and methods
  • Knowledge of architectural designs/engineering concepts and processes; construction methods and materials; site/off site design and development; project management; environmental and legal issues relative to development; supermarket/retail industry standards.
  • Full knowledge of Construction Safety and OSHA requirements.
  • Must be able to read and interpret: plans; specifications; building codes; and lease exhibits.
  • Must be able to do complex phase planning and construction scheduling.
  • Must be able to read/interpret/write contracts, schedules and timelines.
  • Excellent Oral and/or written communication skills with the ability to synthesize / adjust messages to different levels of the organization, including Sr. Leadership.
  • Presentation skills with ability to use Power Point
  • Strong analytical skills, with ability to use Excel at a min. intermediate level and analyze financial data.
  • Emotional Skills / Intelligence must have a grasp of their leadership skills, strengths, opportunities and continue to work towards a more Sr. Leadership position.
  • Decision Making, must be able to evaluate complex situations, analyze options and make sound recommendations
  • Delegation skills, must be able to delegate projects and assignments to their team and monitor / course correct vs do the work.
  • Situational Leadership skills, with the ability to understanding how to interact with associates based on their experience, motivation and other circumstances that might relate to an item / situation.
