Regardless of a patient's ability to pay for care, the VNA of Hanover and Spring Grove has been meeting the home care needs of our community and will continue to do so because for us, it's personal.SummaryResponsible for the overall strategic direction, planning, coordination, administration and evaluation of the Human Resources function. -Develops and ensures effective implementation of plans, systems, policies and processes for talent acquisition, talent management and development, employee engagement, employee relations, total rewards and legal compliance and recordkeeping. -This position requires a strategic business partner who is collaborative, helps drive organizational performance, and fosters a culture where employees feel valued and respected. -This position reports to the CEO.Primary Duties

  • Partners with leadership to develop, implement and evaluate a human resource talent strategy to achieve the organization's mission and goals.
  • Develops, administers, and communicates human resource policies, procedures, and guidelines in collaboration with leadership to help align the workforce with the strategic goals of the organization.
  • Develops and implements recruitment efforts and ensures effective staffing is aligned with the business needs. -Create policies and systems to attract talent, identify skill sets, and development opportunities.
  • Oversees and facilitates delivery of effective onboarding activities that are compliant with laws, regulations, policies, and procedures.
  • Identifies strategies for staff retention and productivity and engages leadership in succession planning.
  • Develops, implements, and evaluates employee engagement strategies and activities that fosters a positive work environment and improves organizational performance.
  • Leads organizational-wide employee-related events and committees including employee relations/recognition, safety, social, and wellness.
  • Leads effective implementation and administration of the performance management system that includes employee development programs and provides training and support to leadership to ensure that such processes are legally compliant and conducted with fidelity.
  • Conducts needs assessment to identify, develop, and implement training and professional development needs for the organization's employees. -Facilitates compliance training for all employees.
  • Acts as a resource to support leadership on all human resource relations by providing advice and counsel.
  • Directs and administers the compensation and employee benefit programs including classification and description of jobs; health, safety, and welfare benefits; open enrollment activities; leave administration; unemployment; worker's compensation; and retirement. -Researches and analyzes market trends and best practices and recommends enhancements to programs accordingly. -Partners with brokers and third-party administrators as necessary. -Assures programs are in compliance with regulatory requirements.
  • Ensures human resource practices and recordkeeping requirements are in compliance with regulations, internal policies, and relevant statutes. -Adopt risk management processes as necessary.
  • Collaborates with leadership and advises in the progressive disciplinary system consistent with Agency policies.
  • Define and implement strategies to advance diversity, equity, and inclusion best practices in all human resource functions.
  • Manages HRIS database system to ensure proper functioning and providing accurately and timely information.
  • Partners with leadership to participate in the development and management of the human resources department budget.

          • Bachelor's degree or the equivalent years of experience in human resources or related field.
          • Minimum of five years human resources experience, preferably within a healthcare setting.
          • HRCI and/or SHRM certification strongly preferred.
          • Experience supervising and developing staff.
          • Current knowledge of all state and federal employment laws and human resources compliance issues, as well as state, federal and Medicare regulations related to employment, training, and competency.
          • Strong business acumen and leadership abilities.
          • Expertise in analysis, critical decision making, project management and process improvement.
          • Outstanding judgement, high discretion, sensitivity, and confidentiality.
          • Experience with HRIS systems, Microsoft Office Suite, and social media platforms.
          • Strong written and verbal communication skills and strong interpersonal skills including the ability to market and relate tactfully with members of the staff and community. -Proficiency in delivering presentations to small and large groups.
          • Demonstrates organizational and assertiveness skills, flexibility, and ability to work effectively in teams.
          • Must be licensed driver with automobile that is insured in accordance with Agency requirements.
