Job Description Job Description JOB SUMMARY Corvus Consulting,
LLC has an opening for a Publicly Available Information (PAI)
Program Analyst to join our team supporting mission-focused Army
programs. In this role, you will provide analysis supporting the
concept development, capability development, and implementation of
Army processes for PAI, including Commercially Available
Information (CAI), which encompasses data that has been published
or broadcast for public consumption. This includes information
accessible upon public request, available online or through other
means, obtainable by subscription or purchase, observable by any
casual observer, made available at public meetings, or acquired by
attending publicly accessible events or locations. On behalf of the
HQDA G-3/5/7 DAMO-SOI, the analyst will coordinate with the Army
OSINT Office (AOO) and/or other intelligence entities as
appropriate to ensure the proper vetting, acquisition, training,
account management, and oversight of PAI. The role also requires
providing subject matter expertise on PAI tools, CAI tools, social
media leveraging, and defined Army PAI/CAI operations. This
position will support secure environments and will require
splitting time between the Pentagon and Fort Belvoir as mission
needs dictate. Additionally, the analyst will prepare summaries and
documentation, such as agendas and meeting minutes, within 24 hours
of events attended in support of the client. RESPONSIBILITIES
Coordinate across the Army on the development and acquisition of
PAI tools and capabilities to be provided to the force. Participate
at the action officer level, subject to Government control, in
discussions regarding PAI policy, guidance, and programs with
DAMO-SOI and AOO. Provide subject matter expertise to the Army,
attend meetings/work groups, and support the Army to DoD PAI
workgroups for the development of PAI-related policy and strategy.
Support the development of Army capabilities for the integration of
social media monitoring into strategies for operating in the
information environment, consistent with OSD, Joint Staff, and Army
policy and guidance. Assist the Government in developing written
policy, and coordinate it with appropriate staff, for the use of
tools associated with monitoring social media. Review Army social
media tools, policy, and doctrine for compliance with OSD and Joint
Staff policy and guidance. Assist in conducting studies and
analyses of Army Special Operations, Joint and DoD social media
policy, plans, training, and education. Assist in coordinating,
staffing, and producing CONOPs, EXORDs, and FRAGOs to implement the
Army PAI program. Manage and promote the Army PAI Program in
coordination with ACOMs, ASCCs, and DRUs. Facilitate organizational
requests for specific tools through AOO to ensure acquisition of
appropriate licensing. Facilitate the creation and maintenance of
user accounts for Army PAI program tools. Support oversight of PAI
tool user actions, augmented with technical means provided by the
government, to ensure compliance with appropriate law and
regulation. Assist as a coordinator for the staffing and review of
Service PAI publications. Develop and maintain a continuity book
regarding Army PAI policy and capability development actions. That
is easily accessible to the other staff in the office area.
KNOWLEDGE/SKILLS/ABILITIES In-depth knowledge of Army and
Department of Defense (DoD) policies, guidance, and standards
related to OSINT and social media monitoring. Familiarity with the
legal and ethical considerations surrounding the use of publicly
available and commercially available information in a military
context. Ability to analyze and interpret complex policy documents,
and experience in developing and coordinating policies and
procedures Ability to manage multiple tasks and priorities in a
fast-paced environment. Strong attention to detail and a proactive
approach to problem-solving. Willingness to travel as required for
meetings, conferences, and other related duties. QUALIFICATIONS:
Minimum Qualifications include: Must possess active TS/SCI (Top
Secret/Sensitive Compartmented Information) security clearance.
Bachelor’s Degree in related field A minimum of 5 years of
experience in intelligence analysis, with focus on Publicly
Available Information (PAI) and Commercially Available Information
(CAI). Experience working within a military, intelligence, or
government agency environment, particularly in roles involving
OSINT (Open-Source Intelligence) and social media assessment.
Excellent written and verbal communication skills, with experience
in writing policy documents, CONOPs, EXORDs, and FRAGOs. Preferred
Qualifications: Experience participating in and contributing to
high-level discussions and workgroups related to intelligence and
information operations. Strong coordination and collaboration
skills, with the ability to work effectively with various
stakeholders, at the DoD, Service, and COCOM levels. Knowledge of
emerging capabilities in social media and PAI utilization.
Experience working with Intelligence Community (IC) or experience
working with CIA or DIA Open-Source Intel Centers preferred. Corvus
